At this size the question stops being what programme you want and becomes which properties can physically host you. Rooms and function space have to align at the same resort on the same dates, and on Phu Quoc that combination is scarcer than the hotel count suggests.
A 200-delegate group needs 106 rooms and roughly 440 m² of banquet space at the same property on the same dates. Very few resorts on the island can do both, and in the November to March peak the shortlist gets shorter still.

Counter-intuitively, the ballroom usually goes before the rooms do. If you are working to a fixed date at this size, secure the function space and build the room block around it rather than the other way round.
A group of 150 rarely arrives on one flight. Planning for that is not a detail — it determines the shape of day one and day four.
Beach or ballroom becomes a genuine decision rather than a preference. At 120 a beach gala is comfortable; at 200 it is demanding.

Per-person cost is at its lowest in this band. The trade is that lead time is longest and flexibility is smallest — a change of dates at 90 days out is a serious problem at 180 delegates in a way it simply is not at 40.
For a single-property programme with full conference and gala, around 200 to 250 is the practical ceiling today. Beyond that you are looking at two adjacent resorts, or waiting for the APEC convention centre to enter commercial operation after 2027.
Ninety days in shoulder season, a hundred and twenty from November to March. That is not a sales tactic — at this size the number of viable properties is small enough that the good dates genuinely go.
Yes, and above 200 it is often the only option. It works when the properties are adjacent and one hosts all shared meals and the gala. Budget for additional coordinators and a shuttle, and accept that breakfast will run in two places.
